The revised law empowers the government to issue orders to taxi operators, including owner-driver taxis, which fail to comply with the plans of reducing taxi fleets and restricting business hours.
改正法では、個人タクシーを含めてタクシー業者が減車や営業時間を制限する計画に従わない場合、政府は命令を出すことができる。

The revised law of normalizing and reinvigorating the taxi industry is aimed at designating central Tokyo and the downtown areas of other major cities as “special areas” because the number of cabs is regarded as excessive, which will be subject to mandatory taxi reductions.
「タクシー適正化・活性化改正法」は、東京都心部や地方大都市の中心街など、タクシーの台数が多すぎると見られる地域を「特定地域」に指定して、タクシーの減車を義務付けるのが目的だ。
