車の排気ガスは大気汚染源の比率としては急激に減少している事実があるにもかかわらず、一部の州環境保護局は、一定数量の電気自動車の販売を要求したり、大気汚染防止法で義務付けられていない代替燃料の利用を提案したり、「交通量削減」計画を作成して、従業員の相乗り通勤が徹底していない企業には罰金を科すようなことまでしようとしている。
