Gambling is in principle illegal in Japan, although betting on four publicly operated types of races (horse, bicycle, motorboat, and auto races) has been legalized. For horse racing, about 75 percent of the total gross income is allocated to payouts, 15 percent goes to cover operational costs, and 10 percent is set aside for the state coffers. Another form of gambling popular in Japan is pachinko.
