❶〔命じる〕order; tell; instruct ((a person to do))

支配人は秘書に次々と用を言い付けた
The manager gave his secretary one order after another.

❷〔告げ口をする〕tell tales ((about))；tell on ((a person))

同僚のことを人に言い付けるような人ではない
She's not the sort of person who would tell tales about her colleagues.

先生にみんな言い付けます
I'll tell the teacher all about it.

そんなことをすると言い付けるぞ
If you do that, I'll tell on you.
