自民党の成年年齢に関する特別委員会は、民法の成人年齢を現行の20歳から18歳以上に引き下げる提言を採択したが、飲酒や喫煙、公営ギャンブルの最低年齢の引下げについては、社会的悪影響や非行・犯罪を考慮して結論を先送りした。
