At a meeting of all 15 justices of the bench, the top court is considering making a rare apology to former leprosy patients for the past practice of trying them at isolated sanatoriums or other facilities outside court buildings.

Hansen’s disease is only mildly contagious. But Japan’s leprosy patients were discriminated against and confined to sanatoriums under the Leprosy Prevention Law that continued through to 1996 from 1931.
